Chamberlain School District 7-1 Mission

It is the mission of the Chamberlain School District 7-1 to provide its students with well rounded opportunities designed to offer a quality education and to ensure that every child has experiences that promote growth and meet their individual needs.  Through mutual respect within the total school community, our children will grow and learn in a safe and secure environment where faculty, staff, parents, and students together are enthusiastic about the teaching/learning process.  The overall program is designed to stimulate intellectual curiosity, require students to demonstrate that they have learned how to learn and enable them to become productive and effective citizens in the real world.




We believe that the most promising strategy for achieving the mission of the CSD 7-1 is to develop our capacity to function as a professional learning community.  We envision a school district in which staff:


Ø      Unite to achieve a common purpose and clear goals;


Ø      Work together in collaborative teams;


Ø      Seek and implement promising researched-based strategies for improving student achievement on a continuing basis;


Ø      Monitor each student’s progress; and


Ø      Demonstrate a personal commitment to the academic success and general well-being of all students


Collective Commitments


In order to achieve the vision of a school district that functions as a professional learning community, the CSD 7-1 staff has made the following collective commitments:


Ø      Align and utilize the South Dakota Content Standards to provide a guaranteed and viable curriculum for all students;


Ø      Develop, implement and evaluate on a regular basis a School Improvement Plan that targets specific instructional areas and students identified by data analysis;


Ø      Engage in meaningful, job-embedded staff development to enhance professional skills;


Ø      Initiate individual and small group instructional programs to provide additional learning time for students;


Ø      Provide families with resources, strategies, and information to help children succeed academically;


Ø      Utilize a variety of researched-based instructional strategies to promote success for all students; and


Ø      Develop and implement effective local assessments and administer state assessments as directed.




Section 1: Unique Local Insights – District Information


Located along Interstate 90, in south-central South Dakota along the Missouri River Valley, the Chamberlain School District 7-1 is made up of parts of three counties, Brule, Buffalo and Lyman.  The district covers 853 square miles.  Part of the Crow Creek Indian Reservation lies within the district.

Bordering the Missouri River, the school district lies in a rich area of hunting and fishing.  Access to Lake Francis Case is available for those who enjoy fishing or water sports.  There is access to public hunting ground in the district as well as, a variety of private hunting lodges which provide access to the rich hunting in the area.  The school district also borders the Fort Thompson Dam where more recreation and activities are available to those who live in the district.

Hunting, fishing, horseback riding, boating, canoeing, swimming and fossil hunting are a few of the interesting things to do in this area.  Camping, picnicking and hiking are also enjoyed.  Golfers can take advantage of the beautiful and challenging course located just west of Chamberlain.  Attractions in Chamberlain offer a look into the culture, history and heritage of South Dakota, with special emphasis on Lewis & Clark and Native American history.  These attractions include the Akta Lakota Museum and Cultural Center, Lewis and Clark Interpretive Center, Native American Scenic Byway, South Dakota Hall of Fame and Roam Free Park.

The City of Chamberlain, population approximately 2,338 (2000 Census), is the area’s primary trade center.  The business district boasts of being able to provide what larger cities offer, but with “small town flavor”.  Chamberlain is the site of the school district’s administration building, a senior high/middle school (Grade 7-12), and an elementary school (Grade K-6).  In April of 2005 the Chamberlain School District 7-1 completed a new school addition to the current high school to house 7th and 8th Grade students.  Students began utilizing the new facility in August of 2005.  In August of 2007 construction was completed on Phase II which included extensive renovations on the existing K-4 and 5/6 Buildings.  The remodeling included upgraded heating, lighting, ventilation and the addition of air conditioning.  New security features such as a fire sprinkler system, security cameras, a keycard door lock system and phones in every classroom were added.  Along with classroom area renovations a new elevator now provides handicapped accessibility.

In the fall of 2006, Chamberlain High School became one of twenty pilot schools in the state for the Classroom Connection Project.  A wireless telecommunications network was installed in the 7-12 facility and all 9-12 grade students and teachers were given Gateway Tablet computers.  This 1 to 1 computing initiative will help to promote the development of 21st Century Learning Skills.  In the fall of 2008, all Chamberlain School District 7-1 teachers were provided Gateway Tablet computers and ten classrooms were equipped with SMART Boards.

The student population is of mixed cultures consisting of mainly Caucasian and Native American students.  The Native American population of students in the district is made up predominantly of members of the Crow Creek Sioux Tribe.  Many of the students in the district are considered to be economically disadvantaged.  In 2007 the percentage of students who qualified for free or reduced meals was 42.1%.

                The information in the table below is based on 2006-2007 statistics.  Dropouts are those students who have discontinued their education in the Chamberlain School District 7-1 and have not enrolled in another school to continue their education.  The criteria for poverty are those who qualify for free or reduced meals.

            The student population of Chamberlain School District 7-1 includes an ethnic minority population making up about one-third of the students.  This make up provides an atmosphere for all students to learn from others who may have different backgrounds than themselves.

Section 3: Instructional Data/Personnel


The table below lists personnel information describing the staff of the Chamberlain School District 7-1 for the 2007-2008 school year.  The district employs 135 full and part-time staff.  About 80 are certified employees, who bring Chamberlain School District 7-1 a wide range of experiences and educational backgrounds (average experience level 16.8 years).  Including special service staff members, such as speech therapists, music teachers, guidance counselors and physical education instructors, the average pupil-teacher ratio in the district is 11.2 to 1. Class sizes are small which provides for more one-on one contact between teachers and students. 


The school district’s administrative staff is made up of the superintendent, business manager and two building principals.  In the fall of 2008 a part-time assistant grade 7-12 principal was added.  A special education director, transportation director, Title I director, buildings and grounds supervisor, technology director, special education social worker and activities director serve in supervisory roles in the district.

Serving Brule and parts of Buffalo and Lyman counties, the Chamberlain School District 7-1 draws from a vast amount of area.  Some area is federal land including Corps of Engineers, Crow Creek Sioux Indian Reservation and Lower Brule Indian Reservation.  Buffalo County was listed as the poorest Rural County in America in 1999 with 61.8% percent of the population in poverty.  The population in Brule and Lyman counties continues to decrease according to the 2000 census.  Buffalo County population is increasing according to the 2000 census.
